PUBLIC ADMINISTRATION FOR THE 21st CENTURY: CONTINUITY AND CHANGE

The Canadian Association for Programs in Public Administration (CAPPA) is pleased to announce its eighth annual Research Conference in Public Administration, Policy, and Management. It will be held in Montreal, at Concordia University, from May 23-24, 2019.

The context in which public administration takes place is changing rapidly. Austerity politics; seemingly perpetual global economic and political crises; the delegitimization of science and expertise; and the politics of recognition and representation, including their populist variants, all have, in one way or another, recentred debates about the role of bureaucracies and bureaucrats in governing and governance. The conference theme aims to bring together researchers and practitioners seeking to understand the implications of these changes for contemporary public administration.


Call for Papers

PUBLIC ADMINISTRATION FOR THE 21st CENTURY: CONTINUITY AND CHANGE

The Canadian Association for Programs in Public Administration (CAPPA) is pleased to announce its eighth annual Research Conference in Public Administration, Policy, and Management. It will be held in Montreal, at Concordia University, from May 23-24, 2019.

The context in which public administration takes place is changing rapidly. Austerity politics; seemingly perpetual global economic and political crises; the delegitimization of science and expertise; and the politics of recognition and representation, including their populist variants, all have, in one way or another, recentred debates about the role of bureaucracies and bureaucrats in governing and governance. The conference theme aims to bring together researchers and practitioners seeking to understand the implications of these changes for contemporary public administration.

We invite proposals for panels, papers, and posters that address the broad theme of Public Administration for the 21st Century as well as other topics in the study of public administration in Canada. The conference program also includes a poster session for graduate students. Suggested topics include (but are not limited to) the following:

  • Public administration in times of crisis
  • Public administration in the post-TRC era
  • Diversity and gender mainstreaming
  • Representative Bureaucracy
  • Building inclusive processes and institutions
  • Social movements, activism, and public administration
  • Design thinking/Design Justice
  • Co-production/Co-creation
  • Empathy and emotions in policy and administration
  • Shifting public service values

Panel proposals consist of three or four individual papers that focus on theoretical or methodological issues and can be submitted by one individual on behalf of the full panel. Submissions should include a short description comprising: 1) the overall theme of the panel (150 words); 2) an abstract for each paper in the panel (250 words maximum); and, 3) the names/ institutional affiliation/ position/ brief bio of the panel members (100 words).

Individual paper proposals are evaluated based on the significance and quality of the research question, design, methods, data (where appropriate), and implications. They should include: 1) an abstract (maximum 250 words); and, 2) the names/institutional affiliation/position/brief bio of the researcher (maximum 100 words). ​

Directions from the airport:
Flights arrive at the Montréal-Trudeau Airport (YUL), 22 kilometres west of downtown. There are several ways you can get to the conference centre from the airport.

By bus:
The Montreal Centre-ville 747 Express bus runs 24 hours a day between the airport and downtown Montreal. There are two routes which you can take:
Destination Centre-ville / Downtown (recommended)
This route will take approximately 45 minutes to 1 hour and 10 minutes, depending on traffic. Take this bus till the stop Guy / René-Lévesque. From this stop it’s about a 5- minute walk to the conference centre on Concordia campus (crossing Boulevard René-Lévesque and walking towards Rue Sainte-Catherine Ouest).

Destination Terminus Lionel-Groulx
This route will take you to Lionel-Groulx metro station in roughly 25 to 35 minutes, depending on traffic, where you will transfer to the Green line in the metro station (direction Honoré-Beaugrand) to Guy-Concordia, located in the heart of Concordia’s SGW campus. The conference centre is directly across from the metro station in the John Molson School of Business building.
The fare for the 747 bus is $10.00 CAD and gives you 24 hours unlimited travel through the STM (la Société de transport de Montréal) bus and metro network. You can pay this by cash aboard the bus using Canadian coins (bills are not accepted). You may also purchase a reusable OPUS card for $6.00 CAD which can then be used to purchase a variety of passes, such as the 3-day pass for $18.00 CAD, which may suit your needs better and will also be accepted on the 747. Fares can be purchased from the automated dispensers on the international arrivals level. You can also ask for help at the STM information desk in the international arrivals area.

By taxi:
Taxi fare from the airport to downtown is approximately $40.00 CAD, payable by cash or credit card.

By rental car:
There are a variety of car rental services available at the airport with cost ranging between around $38.00 to $60.00 CAD per day.
Metered street parking is available throughout the downtown core and the J.W. McConnel (LB) Building has a public underground parking lot which can be entered from Mackay Street (a one-way heading south). You may want to check with your hotel to ensure they offer parking for their guests.

Directions from the train station:
If you’re travelling by train, you’ll arrive in Montreal at Gare Centrale. It’s about 20- minute walk from the train station to campus or a 6-minute taxi costing around $8.00 CAD.

Directions from the bus station:
If you take a bus to Montreal, you’ll arrive at the Gare d’autocars de Montreal (1717 Rue Berri St.). To get to campus from the bus station, walk about 4 minutes to the Berri-UQAM metro station and take the Green line (towards Station Angrignon) to the Guy-Concordia station. An STM transit pass can be purchased at any metro station.
You could also take a cab which would take 10 to 15 minutes and cost approximately $13.00 CAD.

Concordia University’s Sir George Williams Campus (SQW) is centrally located in downtown, Montreal. There are several hotels close to the conference venue and we encourage you to consult Trip Advisor or Expedia for prices.Please see our ‘Getting to Concordia’ page for information on how to travel downtown from the airport.

Grey Nun’s Residence

The Grey Nuns residence is a good option in Montreal for budget travelers. Prices range from $49 to $99 plus taxes. This former convent is now run by Concordia University as a student residence. During term time it houses nearly 600 students but in summer anyone can enjoy this location for a fraction of the price of neighbouring hotels. It is a 4-minute walk to the conference location.There are a variety of private rooms available from single to quad occupancy with shared and private washrooms.In each room, all linens and unlimited high-speed WiFi are provided, as well as a sink, a refrigerator plus24-hour security. Please note that there is no air-conditioning.
